In this edition of **Know North Haven**, the focus is on one of the key components of our local government structure: 
** Town Meetings **
Under the North Haven Town Charter, a Town Meeting is a formal gathering where residents can hear presentations, ask questions, share input, and stay informed on major town matters.
🏛️ **What Is the Town Meeting?**
A Town Meeting is an open public forum held to review important town business such as budgets, ordinances, and large expenditures. It allows residents to learn directly from town leaders and better understand the issues shaping the community.
💬 **What Happens at a Town Meeting:**
• Presentation of the proposed annual budget
• Discussion of ordinances or town policies
• Explanations of capital projects or major expenses
• An opportunity for residents to ask questions and express concerns or support
🗳️ **How Decisions Are Finalized:**
While residents participate in the meeting itself, final approvals—such as the annual budget—are completed through the official voting process outlined by the Charter and state law.

These meetings are one of the most important ways for residents to stay informed and involved 🛑
Attending in person—or watching online—helps residents:
• Understand what they will be voting on
• See how decisions are made
• Provide direct feedback to town leadership
• Stay connected to upcoming issues affecting North Haven

Town Meetings are open to all residents, providing a transparent, accessible forum for community involvement.

Continuing the "Know North Haven" series, today we Continuing the "Know North Haven" series, today we’re highlighting one of the most important parts of local government: The Board of Selectmen.

Under the North Haven Town Charter, the Board of Selectmen is responsible for much of the town’s leadership and decision-making. Here’s a simple breakdown of their role:

🏛️ Three Members – Equal Authority

North Haven has a First Selectman, Second Selectman, and Third Selectman.

All three have one equal vote on town decisions.
A majority of two votes is required for any action to pass.

👤 First Selectman
Acts as the town’s Chief Executive Officer.
Oversees daily operations, manages departments, signs contracts, and leads meetings.

👥 Second Selectman
Acts as a supporting executive.
Steps in when needed, reviews policies and contracts, and helps oversee government operations.

👥 Third Selectman
Often from the minority party.
Provides balance, accountability, and an additional perspective in decision-making.

📋 What the Board Does
According to the Town Charter, the Selectmen:
• Approve contracts and major purchases
• Make appointments to boards and commissions
• Fill elected vacancies when they occur
• Oversee town departments (excluding the Board of Education)
• Publish the Annual Town Report
• Enforce ordinances and town policies

The Board of Selectmen plays a central role in how North Haven is run — and understanding their responsibilities helps residents stay informed and engaged in local government.

To kick off the "Know North Haven" series, we are To kick off the "Know North Haven" series, we are highlighting an important document that shapes how our community functions every day: The North Haven Town Charter.

So… what exactly is the Town Charter?

✨ The Town Charter is North Haven’s official “rulebook.”

It lays out how local government is organized, how decisions are made, and what responsibilities each board and elected official has.

✨ Think of it as the town’s Constitution.

It establishes the structure for:
🏛️ The Board of Selectmen
💰 The Board of Finance
📋 Town departments
🗳️ Elections and appointments
🏘️ Town Meetings and public votes

✨ Why it matters:
The Charter shapes many things that affect residents every day, including:

• How budgets are created and approved
• Who has authority over different town functions
• How boards operate
• How residents can participate in town decisions
• How leadership transitions, appointments, and processes work

Most people never read the Charter, but it plays a major role in how our town runs.

This new "Know North Haven" series will help break down the Charter — and other key parts of our local government — into simple, understandable updates to help residents stay informed, engaged, and connected to the community.

Thank you to all the amazing members of our North Thank you to all the amazing members of our North Haven community who supported today's food drive. Thanks to you we collected nearly 1200 individual food items and an additional ~$1700 which will be split between the two food pantries in North Haven. The donations made today will be going towards putting food on the tables of people in our community who are in need of support and kindness. 

We all know that hunger doesn't just happen once a year. It is a year-round concern. We ask that as other community organizations hold similar drives, please find it in your hearts to help them, in their mission, as you've helped us today.

Early voting has begun and Election Day is Tuesday Early voting has begun and Election Day is Tuesday November, 4th. We need every registered voter to come out and support the entire Republican ticket by casting your vote. While some of the top offices may be uncontested, candidates who are running for boards and commissions, who do the work to help keep our town on the right path, need every vote in support of them. 

Please make it a point to come out and vote in support of North Haven, the party whose track record speaks for itself, and the party who remains committed to a North Haven that is the envy of other municipalities.
Candidate for re-election to the Board of Finance Candidate for re-election to the Board of Finance - Laurie-Jean Hannon

What makes Laurie-Jean Hannon an ideal candidate for Board of Finance. We asked her. 

"I have lived in North Haven for over 30 years and have always welcomed the opportunity to serve as a volunteer in various capacities.  For ten years, I served as the Treasurer of North Haven.  When I retired from my full time position with Special Olympics Connecticut, I was asked to take on the role of Republican Registrar of Voters for North Haven knowing that I would have to step down from being Treasurer to become a Registrar.  When I retired from the Registrar position, I was asked to fill a vacancy on the Board of Finance, a position I have held for the past few years.  I look forward to continuing my service as a member of the Board of Finance and will continue to work with all of the town departments in holding down expenses." 

On November 4th, please vote to re-elect Laurie-Jean Hannon.
Candidate for re-election to the Police Commission Candidate for re-election to the Police Commission and election to Planning and Zoning - Bob Hannon

We recently spoke to Bob Hannon regarding his candidacy for Police Commission and the Planning and Zoning Commission. Here's what Bob had to say. 

"I have been a lifelong resident of North Haven and have always believed in giving back to the community.  I served on the Zoning Board of Appeals for 29 years, chairman for 26.  I left the ZBA to become a member of the Police Commission.  I have two sons who are officers in the town of North Branford so I personally know how challenging their job can be and how much support each member of our police department needs from the Police Commission.  It has been my pleasure and my honor to be on this board for over four years and I look forward to continue to serve on this commission.  I have recently accepted the nomination as a member of the Planning and Zoning Commission where I can put my past zoning experience to work in a different capacity for the town."
